"Do you think he is or could be involved with the hand?"

"Well, my sources indicate that VanDerLoo is a bit of a schemer.  He will
do anything for power and control.  It does not seem to be overt power he
craves, though.  He sounds like he would rather be the power behind the
throne, if you get my meaning.  I wouldn't put it past him to be involved with
the hand situation, especially considering his Bajoran ties.  The only
thing would be whether he had the need or the interest in doing such."

"Somehow I just don't see how being involved would further his goals of
power, but we should probably continue on the assumption that he would be
interested.  At least until we can eliminate his involvement.", Joe answered.

K'Tael nodded. "It could be as simple as helping out those who had
previously offered him assistance. 'Returning a favor' as the saying goes."

K'Tael tapped a few buttons on his console to bring up VanDerLoo's current
assignment in the hopes of getting the details of what his posting
entailed along the lines of responsibilities, any reviews he had had since his
posting, and the overall status of the geographical location.
"Perhaps we can find some answers by examining his current posting."

The new information was also an interesting read. Rear Admiral Van Der Loo is a
district commander, and under his command are 3 starbases- one orbital, one planet
bound, and his command post which is "free floating" in space as is DS9. He is also
the theater commander for one of the 6 police actions that are currently underway
within the Federation. He oversees the onsite commander, and directs the operation on
strategic and political matters. He has been given high marks in improving relations
between starfleet and the local planetary governments, but has also been characterized
as being a bit too slow or dilberate in his actions. Sometimes taking days to issue
orders on situations that require them in hours. Officially he is a pretty good
officer. Unofficially, his field commanders hate him. They complain of a serious
lack of support from him, and a plodding nature that forces them to improvise, only to
be chastized for thier actions. Or as Van Der Loo puts it, poor planning.
