the Chief of Staff of the CinC, a few division commanders also arrived.
Including his friend, Vice Admiral Kitanya.

of staff, while others had Captains. Commander M'Rrenn was the lowest
ranking officer present, and, by his position leading the CinC's staff, weilded
the greatest influence. How strange.
Kit had met Aurelius in their office before heading out to the big
meeting. They'd checked each other's brass and put on airs of command and a little
bit of predator; many, if not all the people in this group would, by now,
know about Kit's supposed bid for CinC, and they needed to act the part.
It was easy for Kit to act the predator - she was one by instinct.
Surprisingly, it was just as easy for Aurelius. His Magna Roman heritage gave him
the touch of arrogance required for the potential part of being behind the
CinC. They headed down to the meeting room, and, finding their seats,
prepared for a very interesting discussion.
M'Rrenn started the meeting once everyone was seated and ready.
"Good morrrning. Thank you forrr coming on such shorrrt notice. The purrrpose of
today's meeting is to give each of you, deparrrtmental chiefs of staff a heads up on
what will be discussed in the next scheduled meeting of Starrrfleet Command. Which is
set forrr 4 days frrrom today. It is my hope that by giving you each a prrreview to
the meeting's agenda that you
will be betterrr able to prrreparrrre your division commanderrrs. On that note, I
would like to properly welcome those division commanders. It is a pleasent surprrrise
to have you herrre.
Firrrst things firrrst......"
The meeting went on for a good while, with M'Rrenn providing the basic information on
a number of iniatives and policy changes that the CinC would be disucssing in the next
full meeting of Starfleet Command. Summary as follows:
Project Lists of 15: each division was to make up lists of the 15 field commands in
their division (or service speciality) that fall into the categories of: most
strategicly important, worst morale, worst performance rating, most over budget, on or
below budget, and most complaints about... All in all 6 lists. Divisional commanders
and their top staff to include: top 3 deputies, chiefs of staff, and staff operations
officers were to make calls to these commands. The purpose is to get to know these
commands intimatly as possible, and to focus on improving those commands on those
lists that need help and highlight/congratualate those on lists for praise. For
changes to happen, it had to start with keen interest at the top. M'Rrenn also added
that Admiral Lasiter would be talking about these lists with division commanders at
the meeting. He wanted to see progress at the meeting, so get started..... M'Rrenn
also let it out that Lasiter would be following up with those commands on the lists to
ensure that action was being taken.
Operation Homeworld: It would be announced that one of Special Projects assignments is
to find a homeworld for the Venasians, as required by treaty. While this is not
exactly news, the scale of the project is. A fair number of ships that have been
diverted from normal operations, which field commanders have gripped about for months,
are a part of this operation. Their involvement will finally be made public. The
goal is three fold: 1) fulfill treaty obligations in a serious, honest manner, 2) show
good faith in the rocky relationship, and 3) weaken the position of the newly
installed military government that the Federation is an enemy. M'Rrenn stated
Lasiter's personal position as an upcoming policy statement- that the Venasians are a
good people, and that the 'friendship' that exists between them and the Federation
holds great promise. However, for that friendship to grow and prosper certain
questions about the sudden change in government must be satisfactorily answered.
Project Open Arms: a mainly public relations project that is geared to improve the
public image of Starfleet within the Federation. It will include an increased
cooperation between Starfleet and civilian authorities, sharing of information and
resources, open houses of Starfleet facilities(pure marketing events), plus other
unspecified efforts. The 'unspecified efforts' will be at the descression of regional
and field commanders. Give them the tools to do specific things for their specific
communities.
Operation Mongoose: like it's namesake, this operation will be to hunt down the snakes
and kill them. This umbrella operation will have multiple components. Amoung them
are Owl and Ferret.
Operation Owl: a passive investigation into the element of starfleet. Is is a widely
known, but seldom spoken of fact, that Starfleet has an underground of corrupt
personnel- officers and non-coms alike. This operation will go on for, at least,
several weeks, and will lead into another operation.
Operation Ferret: an agressive, active investigation of the corrupt elements of
Starfleet. The basis or starting point for Ferret will be the results of Operation
Owl.
After the lengthy talk from M'Rrenn, he openned the floor for comment.
