>"Time, and a bit of crrreativity, will deal with them, Admirrral. Forrr
some we will simply wait until theirrr tourrr comes to and end, and simply
not offerrr them a new slot. Forced rrretirrrement so to speak. Otherrrs,
will have to be dealt with in morrre crrreative means. Trrransferrrs to
administrrrative or supporrrt roles will be arranged. Still otherrrs can
be 'rrreforrrmed' with intensive trrraining. Those that can not or will
not be rrreforrrmed will fall into otherrr categorrries, which may include
earrrly rrretirrrement prrrogrrrams. Of courrrse they will have to be
apprrroved by the Federrration Council." M'Rrenn added.

They were the same ideas she'd had, of course, but the scope of it still
made her awestruck at how much hell this would play with the budget. The
Council were not going to be happy when they saw the numbers.

"How soon arrre we talking about enacting these things? Operrration Open
Arrrms, forrr instance. SpecOps has prrroblems, everrryone herrre knows
it. Until we can get enough qualified people trrrained to fulfill ourrr
mission prrroperrly, we could surrre use the help of local special law
enforrrcement teams. Those SWAT teams could rrreally make the differrrence
in some places, if I had authorrrity to ask them forrr theirrr assistance
in potential joint operrrations. Given the state of affairrrs and what we,
meaning Starrrfleet Command, arrre about to do, we might need them. If
local fiefdoms of corrrupt Starrrfleet officerrrs turrrn against us, those
law enforrrcement guys might be ourrr best bet to hold the line along with
SpecOps teams until loyal Fleet forrrces arrrived, if things got
squirrrely." This would be a gods-send, if she could get into it right away.
