Bedru addressed a communication to each member of the Diplomatic Council:

Greetings!

I am honored to serve as Star Fleet's administrator for Dultar. As I take on
this task, I hope to work closely with the council so that operations can
function smoothly.

I would appreciate an opportunity to meet with you, either singly or as a group,
at your earliest convenience to discuss the upcoming survey and other matters
related to Dultar.
