should be in these projects. Past mismanagement have left them in a terribly
inefficient state. According to my predecessors' documentation--especially
with Fish-there has been continuing diversion of funds to other projects by
the Council. I need to keep these funds stable in order to make progress.
O'Brien's Gift, on the other hand has been stable, but has had too much
duplication for the research to be truly effective."
"One of my other requests is to drop Medical Research altogether. My people
are not physicians. Medical Research should be done by medically-oriented
teams-thus I would like to transfer this project to Starfleet Medical."

The Ambassador from Rigel IV reacted for the first time. "Now just a damned
minute, Admiral.  Don't lay the problems with your department on us.
Operational management, success or failure, rests solely on the shoulders
of you and the CinC, Admiral Lasiter.", he interjected a bit testily.

Again Lorin kept his cool-he had to show them some resistance to show he was
not a pushover, "I apologize Ambassador-I did not mean you any offense. I
was merely answering a question. I believe there is fault enough to go
around from all corners on the problems my department has had in the past
whether it be my predecessor or anywhere else it may lay. I am rebuilding
this department and focusing on that."
Sharez understood the argument being presented.  He had had his own problems with Renaud's predecessor.  "Do you find your split duties to be too much to deal with in relation to addressing enough time and energy to these improvements?"
