Ambassador Anderson, the Terran representative, did something that was 
uncharacteristic.  He took an interest....

    "My appologies to the Committee Chair for interjecting, but I take issue 
with your answer Admiral Renaud.  The kinds of changes to the very structure of 
R&D will require you to travel more than occassionally all over Federation 
territory.  How can you run Spacedock effectively while traveling so much?  
Keep in mind, sir, that Spacedock is not just another Starfleet installation.  
It serves as the home port of the fleet, and the gateway to Earth to many of 
the travellers who come here.  The events of late are still fresh in our minds, 
Admiral.  The murder of Venasian Chief Investigator Telax, the attack at the 
funeral of Admiral Lasiter, the bombing on Spacedock, and the attacks by the 
Brotherhood are all events that demand the attention of the station commander, 
not some proxy.  I question the wisdom of your dual duties, considering these 
events."
