"I cannot speak to the reasons why they are doing this." Stark started tom
rub his forehead with one of his hands before leaning forward. "I have to
be honest that I can't believe that anyone would want to do this at all. It
is just horrible. That theory would make sense, though."
Joanna nodded. She could feel the anguish of the colonel. "What can you
tell us about specific incidents involving Starfleet personnel?"
"To be honest, the incidents are not all that different from those the
caused by the locals. The surprising thing is that they occur at all. I
can think of no reason why representatives of the Federation would feel the
need to commit such acts. The numbers are smaller and almost always seem
to be involving people of importance, particularly those who are asking
questions."
"Could you tell any names of Starfleet officers involved?" Joanna asked not
sure whether he was willing to go that far.
