I've now changed rhn-satellite not to start/stop Oracle XE, to align it with its behaviour towards PostgreSQL (it does not start/stop PostgreSQL server either) and also with the fact that you need to setup and configure Oracle XE prior to Spacewalk installation anyway. The change will be in spacewalk-admin-1.2.6-1.
