Everything M$ does makes some kind of twisted sense.  The problem is
it's mostly twisted...  :)

I think I might see some logic at play, although I'm not sure I agree. I

suppose Microsoft's logic is that by removing insertion of that header 
from the client to the server, the decision of what to add can be 
controlled centrally. In the anti-spam wars, perhaps this makes a 
twisted kind of sense, in that "normal" users SHOULD be going through a 
relay server (ISP or corporate).

Still, it's trivial for a spammer to get around this. It would be nice 
if this were one of their policy settings rather than a blanket default.
