It's a language issue. The second step is clearly a *confirmation* of the first. I've worked with mailing lists for quite some time and I have never seen this process referred to as anything else.
The original poster, I believe, was not citing you for your actions but for use of "spammy" descriptions. ;-) IMHO, confirmation should be hard-coded into all mailing list software.
