What extra delays? The on-net whitelist is only checked for mails which
contain the warrant mark, and as you said, very few do.  So the added
network latency will be minimal (in fact, given the way SA's network
tests are run in parallel with time limits, the added time consumed by
additional tests is nil).

If you're complaining about the CPU time taken to match half a dozen
literal strings, then you should probably give up email now rather than
run SpamAssassin! ;}
