Yes. We add more than 2 rules per day on average for tinyurl or abuse of similar services.
Have you been reporting these to TinyURL? I quote from their web page: "Using it for spamming or illegal purposes is forbidden and any such use will result in the TinyURL being disabled and you will be reported to all ISPs involved and to the proper governmental agencies." That would seem to be a deterrent, since the URL would cease to function after it's been reported.
To the SURBL people: Have you been in contact with tinyurl about using SURBL to pre-screen submissions?
