        It's not just due to cost, though.  There are very real privacy
        issues here -- would you really want your ISP to be looking at
        all your mail?  Is it legal for them to do so?  No provider wants 
        to be the precedent-setting test case to find out, so most of
        them will choose to err on the side of caution, giving you (the
        customer) many more rights than the law provides.
