That was tried in 1997, and failed for a number of reasons;
however, right now there're spam-specific bills (some good,
some bad, some unclear) being discussed in pretty much every
industrialized country in the world.
Right now the best site for tracking those is (where else?)
http://law.spamcon.org/ , which has links to CAUCE and other
lobbying organizations.
