Even though fraud is already illegal.

I've read up on S630.  It really serves no useful purpose.  No
private right of action, so it relies on the slow, lazy,
bureaucratic machine to take any action.

Yes, it is a bad law.  Worse than having no law at all because
it will create a feeling of legitimacy about spam.  It's amazing
just how out of touch with reality the politicians are when it
comes to issues surrounding technology.
