Is there any specific reason that you have TPP set up under
tpp/cgi-bin<http://localhost/tpp/cgi-bin/tpp_gui.pl?Action=display&page=filebrowser>

If you are using windows then default configuration should point to
*http://localhost/tpp-bin/tpp_gui.pl?Action=display&page=filebrowser*
