It looks like it was getting build but not included in the releases. I
uploaded the lastest version to sourceforge so you can download it from
https://sourceforge.net/projects/sashimi/files/Trans-Proteomic%20Pipeline%20%28TPP%29/TPP%20v4.4%20%28vuvuzela%29%20rev%200/Q3ProteinRatioParser.exe/download

We're planning on releasing a maintenance release next week and we'll fix
it.
