I've seen that in the past when the datasource for the policy store will not
resolve. Open up smconsole and test the DSN for the policy store under the
ODBC tab.

We just went live last week with
a Spectra implementation for the
American Petroleum Institute at
http://www.api.org.
Unfortunately, this morning both
the SiteMinder services have stopped
responding to requests and we can't
get either of them started. We have
bumped the box a few times to no avail.
If I try to start one service, say the
SiteMinder Authorization Service, it
will turn off SiteMinder Authentication,
and vice versa.
Anyone seen this before. We changed no
code nor did we do ANYTHING to this machine.
The services simply stopped working.
