I think you should better use $SPECROOT/bin/addSpecUser, cause I am not sure that you will be able to set/define the password using the CLI. If you have a chance to try please let us know. You can do it with the vnmsh scripting language. You'll have to figure out all the Left-Side/Right-Side relations for a useraccount, but it is possible to add users via CLI using this method.
