Is $SPECROOT/bin/addSpecUser a CA-issued script or a custom script? I just checked our Spectrum installation and I don't see this script/binary in the Spectrum installation at all....

You can do it with the vnmsh scripting language. You'll have to figure out all the Left-Side/Right-Side relations for a useraccount, but it is possible to add users via CLI using this method.
