How interesting.... the only files of note that were installed when we had CA Professional Services install our Spectrum environment were startSS.pl, stopSS.pl, cmdC and launchinstdbapp (and this was coming more from the Spectrum installation itself putting these files there). What version of Spectrum are you running? This script might be added with Spectrum 9.0 whereas it wouldn't be there for older versions of Spectrum.

You can do it with the vnmsh scripting language. You'll have to figure out all the Left-Side/Right-Side relations for a useraccount, but it is possible to add users via CLI using this method.
