Well put.

I agree with the suggested rule change, but I would not agree with it 
for a 10 solve, average of all 10 competition. 12 solve, average of 10 
is probably OK, but somewhere around there is where my personal limit 
is.

I think it's clear both that pops are the fault of the cuber, and that 
they're unavoidable to some extent.

I would not want a future where many competitors in a WC final end up 
with DNF results, since they had to choose between going full speed and 
being sure not to pop. And I wouldn't want the talk afterwards to be 
about how somebody was really fastest, but had an unlucky pop.

Some sports, like slalom, do work this way. But there it is unavoidable.
