Although I like the one pop rule, I do agree that popping one out of three solves is a lot. I think popping is (or mostly is) the cuber's fault, since I rarely pop on my cube but pretty much always pop on my friend's.
Maybe there could be something like a one pop per competition/event? That way those who pop frequently still have to work on their accuracy but those who don't pop very often won't be as worried about accidentally popping? That should also take care of the randomness Tyson was talking about.
