Thanks for the advice. After installing hotplug the firmware now loads if I
unplug the modem and plug it in again. However syslog reads:

so still no luck and another error which I do not understand since I do not
know what is calling pppd, nor why it should be specifying a device which it
does not.

Why net.agent assumes ppp0 to be already up is a mystery to me since pppd was
invoked to connect it.
Sorry to be failing to grasp the point like this but could someone nudge me in
the right direction again please?
