I appear to have fixed it now.
I'm not sure how though so I cant say.
I removed everything from the setup by going through the howto getting rid of 
everything.
I then set it up again following the newer version of the howto.
Following this I had to add the LCP_INTERVAL and LCP_FAILURE options to the 
ifcfg-ppp0 file.
The only problem now is that it takes a long time to do the bringing up 
interface: ppp0 section of the boot.
