There was one distrib made at one time with the support of this type of configuration en England.
It could be some usb related issue (bandwith or current used by the two modems) At wich speed are link you use? Are both modems on the same controller? Wich pppd version do you use? There was a change on ppp-2.4.3 to better support multilink (terminate only when no channel is connected).
