Do they also want the stylesheets etc integrated into that single file?
 I did consider the whole single file thing as my current documentation
download is a single html file with everything integrated into it.
Using Sphinx means distributing via a zip file but sphinx is so much
better I don't mind.  Additionally the htmlhelp (Windows CHM) is single
file anyway and looks really good on Windows.  On Linux (and I assume
other platforms using the CHM library) it looks less good since they
don't appear to bother with CSS or maybe only obey small parts of it.

So maybe the htmlhelp/CHM output would be a reasonable compromise for
both of you.  You can run the help compiler on Linux (and probably Mac)
