In my Sphinx install I have the sphinx.pot C:\Python27\Lib\site-packages\Sphinx-1.1.3-py2.7.egg\sphinx\locale
Use e.g. poEdit to create a Hebrew translation and submit it to the Sphinx list for future integration.
For you to use it you should just have to create a folder in sphinx\locale for the Hebrew domain, e.g. copy any of the other language folders and replace sphinx.mo and sphinx.po with the versions you created with poEdit.
