That's probably it. Mine was there (or the RHD equivalent), but had stopped working, so my DPO had replaced it and the replacement was just hanging about dangling on the end of the wires stuffed up behind the dash.
It's possible, however, that what you've found is the hazard light flasher unit. Anyway, it's pretty easy to find out (at least assuming the flasher unit is the problem). Turn the indicators on, remove the wires leading to the unit, stick the two wires together - if the indicators come on then that is the right flasher unit, and it is the flasher unit that is the problem!
