I have never been able to plan it, although in my many trips to western desert areas I have found that late afternoon storms will often clear up for a brief period of time before sunset, yielding a short period in which some incredible shots can be had. The trick is getting a train!!  By best luck with this occured several years ago on the Apache RR (see last years CTC Board Stormlight issue).  Since then I have learned to NEVER pack it in just because it is storming.  The end of the storm could yield the best shots of the trip!
