When I lived in Texas, with its common late-afternoon t'storms, I would
occasionally venture out if a strong front was the cause of the storms.  In
the Fort Worth area, there are a lot of good afternoon photo locations with
decent train traffic.  If the front cleared out quick enough, there was often
some great drop-under light with black clouds in the background.
Unfortunately, due to terminal laziness, that light was often viewed from my
back yard...

I think if someone who lived in a storm-prone area was really dedicated, they
could get several shots a year under these conditions, which as you know, are
usually pretty short-lived.

So, in answer to your question, yes, I think that storm light shots CAN be
planned, but more often than not, they're probably a result of being a long
way from home and getting lucky...
