I've frequently been in situations where an engineer has 
extinguished ditch lights etc. when he saw me trackside with my 
camera. I've also seen the reverse happen...a train approaches with 
ditch lights out, and as soon as I'm spotted everything goes on 
bright. Since the rules (CROR) call for ditch lights to be on at all 
times when the unit is so equipped, I surmise that the engineer turns 
them on after spotting me just in case I'm (a) an official or (b) my 
photo is seen by an official.
