Yes. The commentary does provide insight on the 150-ft but does not discuss the wording "shall extend to within 150 feet of all portions of the facility and all portions of the exterior walls of the first story of the building" "All portions of the facility" may be interpreted to mean interior as well as exterior. That's where the commentary lacks. However I suppose since the commentary doesn't specifically discuss it, by default the intent is then "exterior".
