That's true, but the selected building code may give some guidance, or
local amendments thereto.  For example, if you're in the IRC, then
technically there is no limit.  But an R-3 (SFD) is limited in stories
and when you put a full-sized sports complex into a home the includes
gaming, bowling, basketball, tennis and aquatic center components (as I
have seen on one project), or when they want to go to four or five split
levels or three or four stories, then interpretively it's not
necessarily an SFD.   MANY states and municipalities now have policies,
ordinance or code amendments that define where the cut-off occurs.  In
the Las Vegas area for example, they have a matrix of 13D, "enhanced
13D", modified 13R and modified 13 provisions for homes, based on gross
area ...

Unless there is a local amendment, there is NO SIZE limits on a 13D  
system.  The largest I have heard of was a little over 200,000 SF.   
You'd think a little property protection would be of interest at that  
price line.  Then again, maybe it was there weekend home and since  
their big house was in town, they could do without it if a fire  
happened.
