I don't believe that D is outside the scope of 13, I'm not sure of E. We currently have a project with a D category and an Ss of .70 this yields a Cp of 0.43, (see Table 9.3.5.6.2) which is less than the Cp if the AHJ doesn't specify the seismic load. This will actually provide less of a design requirement for the bracing loads than is required when 9.3.5.6.3 is used.

The requirements of NFPA 13, 2007 should provide what you need. Also most
seismic programs like TOLCO use the S1 and Ss to calc loads, the first sheet
of your structural drawings usually has this information.
