Thanks Thom, but I need to know if someone on this board can confirm if D
and E are outside the scope of 13. I am working closely with an engineer and
need to make sure it can be designed with NFPA 13. I attended a recent
seminar about seismic and was told that it is outside 13 standards. Can
someone confirm? If so what guidelines do you use?

I don't believe that D is outside the scope of 13, I'm not sure of E. We 
currently have a project with a D category and an Ss of .70 this yields a Cp

of 0.43, (see Table 9.3.5.6.2) which is less than the Cp if the AHJ  doesn't

specify the seismic load. This will actually provide less of a design 
requirement for the bracing loads than is required when 9.3.5.6.3 is used.
