No, all it says in 5.12 (2007) is that the access to the pump room shall
be pre-planned with the fire department.  In the appendix it states that
access SHOULD be from outside the building.

Had a two hour "discussion" with a client recently about this issue.
It's a good idea for maintenance and access and makes things a bit
easier when testing, but 

IFC-2006: 914.2.4 Fire department access to equipment. 
Rooms or areas containing controls for air-conditioning systems,
automatic fire-extinguishing systems or other detection, suppression or
control elements shall be identified for use by the fire department.


That's about all I could find in a quick search.

Not much to hang your hat on.

I do not have access to the current edition of the IBC this morning and
I do not see it in NFPA 20.... Is there a requirement that fire pump
rooms have doors exiting to the exterior of a building?
