That's ok I'm not running on all cylinder either your right about the 21'.
The response before this by Art answered my confusion. I thought the 30'
included any outlet that might or might not have to be placed on the roof.

If I understand you correctly, you have 2 levels of apartments @ 10-10 and
one penthouse on top of that.  If you truly have a basement, it doesn't
sound like you need standpipes.  I believe the requirement for standpipes is
"more than 30' to the highest occupied floor" and this is measured from fire
department access.  Unless they can drive up to the building and come in
thru the basement, you only have 21'-8" to the floor level of the third
floor.

If I missed something in your description, please say so.  I'm not running
on all cylinders today.

I have a 13R building that has a basement below street level, two floors
with apartments and a penthouse that takes up entire third floor. Each
floor is 10'10" finished floor to finished floor. I know that because of
the 30' rule I have to have a standpipe. My problem is how. The building
is an old building being renovated and there is one staircase in the
lobby. These stairs serve two apartments each. The stairs leading up to
the penthouse is totally enclosed with a door at the second floor. Does
this still qualify for a standpipe and if so do I take it all the way
through the penthouse to the roof. The building will be completely
sprinklered. Also does the standpipe need to go to the basement as well?
There are no apartments there but is being used for mechanical equipment
and storage.
