Basically the 4 times rule is only good for obstructions up o 9" wide then,
why not just make 36" the number and be done with it?

What needs to be clarified?

This already is clarified from previous editions.

I think it's pretty clear.

36-in. is the MAXIMUM, regardless of the actual 4 times dimension.
