Marioff (Finland) has developped a pop-out watermist nozzle.

The nozzle looks rather tamper proof in the standby position, but unfortunately this type of watermist system is sort of a deluge system. Meaning that it requires a separate fire detection system. If a number of cells is connected to one deluge valve, all connected cells will be soaked simultaneously if one detector is activated. Although... the other inmates may "teach" their uncareful colleague not to do that again...
