Educate me here, I would have thought that a wall assembly rated for 2 hours would also be more than adequate for 1 hour?

Fixed glass only, no horizontal mullions or bumps. The obvious being that the intent is to cool the glass and maintain separation, not water an opening in hopes of keeping fire and combustion byproduct from breaching it.
