Rick: If the AHJ would read the direct code, it would be apparent that the "Dedicated Space" is not defined by floors walls and ceiling, but by the amount of space required around above and in front of electrical equipment, If this is less than the total room, then there is room to run all of those other systems in and out of the electrical space/room in that area other than the zone. As I've said before there is a very good drawing of this in the handbook.

Some AHJ's interpret this section to say that the sprinkler piping is allowed to end in the room, but the piping passing thru the room to another area is "foreign" to the electrical installation. Ask your AHJ what is his interpretation of this.
