In Washington a fire sprinkler contractor can put in the backflow for
the sprinkler if it's outside the building perimeter. If inside it has
to be a plumber. My favorite part is that the sprinkie can put in the
UG to the flange and the piping after the backflow but the plumber has
to be called in for the backflow and any transition pieces of potable
pipe that may be required between the entry flange and the backflow
device. The rationale is always explained to be due to technical
expertise of the various trades but this is obviously political issue
of authority related to possession of a piece of work. You can ask the
head of the state board of plumbers if he thinks that sprinkler guys
are unqualified to put in this item face to face and he'll answer yes.
I don't think he's that stupid. I do think he understands politics.
