The project in question is a new apt building, so I guess it would apply. Interesting!!! I guess we may be able to save a lot of sprinklers on the project.

Sprinklers are not required in clothes closets, linen closets, and pantries within dwelling units in hotels and motels where the area of the space does not exceed 24 ft2 (2.2 m2), the least dimension does not exceed 3 ft (0.9 m), and the walls and ceilings are surfaced with noncombustible or limited-combustible materials. So, even if the LSC is not recognized in an area, can you still take the exception noted above in Chap 21 and eliminate sprinklers in small closets since it is now part of the body of NFPA 13?
