Very good question Travis. I will have to look into this. I thought that chapter 21 was simply a compilation of sprinkler requirements from other standards. I am having a hard time thinking that just because it has been brought to 13 it can add exemptions. What about before we had chapter 13 in 02 Or chapter 21 in 07 Edition? 101 probably had that exception but because it wasn't compiled in 13 it didn't apply but now it does? Doesn't seem right to me. I appreciate the question as I have never considered this and am certainly sprinklering these closets right now. I would like to hear from more forumites on this and if there isn't a consensus I will ask for a formal interpretation.

So, even if the LSC is not recognized in an area, can you still take the exception noted above in Chap 21 and eliminate sprinklers in small closets since it is now part of the body of NFPA 13?
