I think the paint company paid someone off at NFPA? 
I would say for identification during  installation. 
But Inspectors are not Engineers and not qualified to determine corect 
sprinkler temp requirements.

You'll note that the color dot for recessed heads only need be visible
for 3
ft.  That certainly makes it difficult for visual inspection of
installed
heads with the naked eye.

Is it the intent of code to be able to identify the temperature rating
of a sprinkler and therefore ensure that the proper rated(temperature)
sprinkler is installed...from the annual inspection while walking the
floor?  

In other words, NFPA 13:6.2.5.1 states: Automatic sprinklers shall have
their frame arms, deflector, coating material, or liquid bulb colored in
accordance with the requirements of Table 6.2.5.1 or the requirements of
6.2.5.2, 6.2.5.3, 6.2.5.4, or 6.2.5.5.

NFPA 25:2.1.1 states: Sprinklers shall be inspected from the floor level
annually.

How else is an owner/inspector supposed to keep track of properly rated
sprinklers?

I understand there are exceptions for identifying corrosion-resistant
sprinklers and ornamental sprinklers, but not for the standard, everyday
use upright...
