That makes total sense. I can't believe that fire caulking a sprinkler
w/concealed or recessed escutcheon would be expected, nor would it be
allowed.

After further review of the IBC Handbook and structure of the exceptions in
the main body of the IBC, I see no reason why firestopping is required when
a metal escutcheon is installed regardless of concealed steel or CPVC
piping.

Having re-read the handbook for section 712.3.2.3, the handbook indicates
this exception is for non-combustible "plates" not pipes as indicated below.
The escutcheon conceals the pipe (limited combustible or non-combustible)
and prevents a limited passage of fire.  The metal plate and presence of a
sprinkler make the issue of non-combustible vs. limited combustible material
disappear.

There are other specific exceptions to firestopping for metallic pipes (such
as section 712.3.1).

Install a metallic escutcheon and call it a day for recessed and concealed
sprinklers.  For exposed situations, an appropriately approved through
penetration firestop system is required.

also, this exception is for pipes penetrating only one membrane of the
assembly.  So if the pipe penetrates both sides of the wall, the side
opposite of the sprinkler would need penetration protection (firestopping).

And is that assuming that the pipe penetrating the membrane is of
noncombustible materials? 

Any time you breach rated construction either the material penetrating has
to be non-combustible or you provide a UL Listed , non-combustible sleeve
assembly that is sealed at both ends.

IBC 712.3.2 #3 provides an exception to penetration protection of 1-hr
partion:  The annular space created by the penetration of a fire sprinkler
provided it is covered by a metal escutcheon plate.

Not measurable.  If the wall is to be 1hr rated construction, the fire
stopping material for the penetration must provide equal.  How would you
measure the value of the sprinkler in relation to hours of equivalent
resistance?

I believe CPVC is considered a combustible penetration when running through
a rated assembly and therefore would require a listed firestop assembly.
Metal escutcheons provide no rating; the IBC permits only an escutcheon to
cover the annular space of a sprinkler penetration when the pipe is
noncombustible, i.e., steel, copper, conduit, etc.

Our situations - we have a hotel designed to 13R that requires our cpvc
piping to be run through a fire rated wall between two units with 4.0K
residential semi-recessed sidewall heads spraying into both units. The other
is the extended coverage 8.0K semi-recessed sprinkler spraying into the
stairwell (also fed by cpvc from the corridor). The question being asked by
the fire marshall - What is the fire rating of the escutcheons?
