May depend on the charging legislation.  Some states, the charge is to
determine the origin and cause of every fire.  If found to be incendiary
(arson) then it gets referred to prosecutors or maybe another agency (police?)
to follow through.  In my experience most FD's will stop once they find it is
accidental.  There are issues of spoliation of evidence that come up if they go
too far into removing, examining and/or testing physical evidence from the
scene when there are other parties, such as insurance carriers, that will be
getting involved.

NFPA 921 is used by both the public and private sectors for conducting a fire
investigation.

One other thing.  The role of the fire department investigator is to
determine whether the crime of arson has occurred.  Arguable once they say
no evidence of arson they should be concluding the investigation.  What
happens after the fire started is not really their concern to be put in a
report like this.  Kind of like if you were shot the police don't
investigate the damage to your body.  Was it an accident or deliberate?  FD
investigators are not usually trained in the FPE realm to offer such post
fire analysis.   Dave, am I off on this thinking.  Not an NFPA 921 expert.
