Depends on state and fire departments. Some fire department investigators are CFIs and some are trained to the CFEI level per 921. Some counties, looking at Wisconsin, have arson initiatives for both police and fire investigators for training purposes. Which then the investigators investigate right up to the end if accidental or incendiary. All depends on their training. At the point of arson some then may include police, ATF or DCI. Even accidental by some departments are investigated right down to the specific cause. In Dane County we have the Dane County Arson Response Initiative (DCARI) funded mainly by the County Chiefs associations. Purpose is to train investigators both police and fire to complete the investigation right down to cause and origin regardless and this includes all departments in the county as free training for their invesitgators. (Not all take part but that is their choice.) DCARI.org on the web but the material on line is out dated and will be updated shortly. Questions can be emailed to me as the Fire co-chair (Police have a co-chair as well that is now Steve Towne from the Dane County Sheriff's office).
