Does a State Boiler inspector have any jurisdiction over a foam-water bladder 
tank?

Question has come to surface concerning the requirement for a pressure safety 
valve on the tank, when it's required (which apparently is always according to 
the inspector it must be ASME labeled.)

Site residual pressure is 130 psi, static is 160psi , system is fed by diesel 
fire pumps, private loop.  Pumps have PRV's on them.  

Is this guy out of his element?  Anyone actually ever completed and submitted 
pressure relief valve calculations with a submittal?

This is the first time I've ever had any inspector question this issue.
